Why put chalk (or blue) on pool cues?
Whether it's called chalk or blue, it's an essential accessory. And for a simple reason: putting blue on the process (the end of the tail, the one that hits the ball) gives it better grip. And so? And therefore facilitating the shots will put the effect on the cue ball as well as prevent false tails (sliding of the tip of the cue on the ball which can cause the shot to miss).

Most people rub the chalk on the tip of the cue, which actually prevents the chalk from settling. Instead, stroke the end with the chalk, checking that the bruise settles everywhere.
